Act Number 5 of 2002

MEMORANDUM OF OBJECTIVES AND REASONS
The objectives of this Bill are:

(a) to establish a framework for environmental protection and the integrated management of natural resources on a sustainable basis;

(b) to transform the Swaziland Environment Authority into a body corporate;

(c) to establish the Swaziland Environment Fund; and

(d) to provide for matters incidental to the above objectives.

ENVIRONMENT CONSERVATION ACT (73 OF 1989)

1. Definitions.—In this Act, unless the context indicates otherwise—

“administrative body” means a Minister, competent authority, local authority, government institution or a person who makes a decision in terms of the provisions of this Act;

“Administrator”. . . . . .

“chief executive officer” means the officer in charge of the relevant local authority or government institution;
